On Capitol Hill, congressional leaders were focusing on those rank-and-file Democrats, including moderates and opponents of abortion, who remained undecided after the release Thursday of a final package of changes to the massive 10-year, $940 billion legislation.&lt;br /&gt;"Every vote around here is a heavy lift," House Speaker Nancy Pelosi, D-Calif., said. "We don't have a rubber-stamp Congress or a rubber-stamp (Democratic) caucus. So, we have our full airing of issues."&lt;br /&gt;The White House and Democratic leaders trumpeted two new converts to their cause, as retiring Rep. Bart Gordon, D-Tenn., and first-term Rep. Betsy Markey, D-Colo., announced their support after opposing an earlier version of the legislation last year. Markey cited improved deficit cuts. Gordon said his backing was unrelated to a new provision sending higher Medicaid payments to Tennessee hospitals that treat large numbers of uninsured.&lt;br /&gt;As rumors flew around the House chamber of more possible opponents-turned-supporters — and also of previous "yes" voters who might withdraw their support — Pelosi worked her members, seeking out lawmakers individually or in small groups on the House floor to try to win them over. With Republicans unanimously opposed after a year of corrosive debate, the vote set for Sunday was expected to be a cliffhanger, and Democratic leaders don't yet command the 216 commitments they need.&lt;br /&gt;Obama postponed until June a planned Asia trip that was set to begin Sunday, allowing him to stay in town for the House vote and action next week in the Senate. House Democrats were hoping to get a letter of support Friday signed by enough Senate Democrats to guarantee passage of the package of changes in that chamber, something leaders hope will reassure rank-and-file House members that they won't be left hanging out to dry.&lt;br /&gt;With the addition of the 153 pages of revisions, the bill would expand health care to 32 million uninsured, bar the insurance industry from denying coverage on the basis of pre-existing medical conditions and trim federal deficits by an estimated $138 billion over the next decade.&lt;br /&gt;Beginning in 2014, most Americans would be required for the first time to purchase insurance or face penalties if they refused. Large businesses would face fines if they did not offer good-quality coverage to their workers. Millions of families with incomes up to $88,000 a year would receive government help to defray their costs.&lt;br /&gt;To address concerns of House Democrats, those subsidies were raised by an estimated $25 billion over a decade in the package of changes offered Thursday. Seniors who experience a gap in coverage in the Medicare prescription drug program would receive a $250 rebate this year — an election-year bragging point for Democrats as they look toward the fall campaign with control of Congress at stake. A special deal giving extra Medicaid money to Nebraska was struck in exchange for more Medicaid money for all states, though other special deals decried by Obama stayed in the bill.&lt;br /&gt;&lt;br /&gt;The changes also included another of Obama's top priorities: Federally guaranteed student loans would now be made only by the government, ending a role for banks and other for-profit lenders who charge fees. The savings, an estimated $60 billion over a decade, would increase Pell grants for needy college students as well as support for programs such as aid to historically black colleges, a priority of the Congressional Black Caucus.&lt;br /&gt;The package of changes would modify the sweeping health care legislation that cleared the Senate late last year. That will affect people who get nicked on small, everyday  transactions such as coffee, groceries or subway passes without knowing  their account is temporarily running a deficit. The policy will begin  for new customers June 19 and in August for existing debit-card holders.  Citigroup has a similar policy in place. Overdraft fees are an  important source of revenue for banking institutions, which earned $36.7  billion in 2008 for service charges on deposits even as U.S. banks got  massive infusions of taxpayer-funded aid. &lt;p&gt;Israel apologized today  for disrupting the visit of &lt;strong&gt;Vice President Biden&lt;/strong&gt; with  its announcement of 1,600 new homes in disputed East Jerusalem but made  clear it had  no intention of reversing the order that has cast a shadow over the  latest U.S. push for Mideast peace. In addition,  any legislation is expected to include a tax on high-cost insurance  plans, along the lines of an agreement the White House negotiated late  last year with organized labor.&lt;/p&gt;                 &lt;p&gt;At stake is the fate of Obama's call to expand health  care to some 30 million people who lack insurance and to ban &lt;span class="yshortcuts" id="lw_1268271155_6"&gt;insurance company practices&lt;/span&gt;  such as denial of coverage on the basis of &lt;span style="cursor: pointer; background: none repeat scroll 0% 0% transparent;" class="yshortcuts" id="lw_1268271155_7"&gt;pre-existing medical conditions&lt;/span&gt;.  He also hopes to begin to reduce the rise in the cost of health care  nationally.&lt;/p&gt;                 &lt;p&gt;Almost every American would be affected by the  legislation, which would change the ways people receive and pay for  health care, from the most routine checkup to the most expensive,  lifesaving treatment.&lt;/p&gt;                 &lt;p&gt;Pelosi made her comments as Obama followed his  campaign-reminiscent Pennsylvania trip of Monday with an appearance near  St. Louis, pushing hard in the home stretch of the marathon battle to  pass his signature domestic legislation.&lt;/p&gt;                 &lt;p&gt;"The time for talk is over. It's time to vote. It's  time to vote. Tired of talking about it," he told the crowd.&lt;/p&gt;                 &lt;p&gt;With his shirt sleeves rolled up, Obama denounced  waste and inefficiency in the government's &lt;span class="yshortcuts" id="lw_1268271155_8"&gt;health care system&lt;/span&gt;, and he announced that he  had signed an executive order directing Cabinet secretaries and agency  heads to intensify their use of private auditors to root out fraud.&lt;/p&gt;                 &lt;p&gt;House and Senate Democrats are working on a complex  rescue mission for the &lt;span class="yshortcuts" id="lw_1268271155_9"&gt;health  care legislation&lt;/span&gt; that appeared on the cusp of passage late last  year, before Senate Republicans gained the strength to sustain a  filibuster that could prevent final passage.&lt;/p&gt;                 &lt;p&gt;The current hope of the White House and Democratic  leaders is for the House to approve the Senate-passed bill from late  last year, despite serious objections to numerous provisions. Both  houses would then pass a second bill immediately, making changes in the  first measure before both could take effect. The second bill would be  debated under rules that bar a filibuster, meaning it could clear by  majority vote and without Democrats needing to amass a 60-vote  supermajority that is beyond their reach.&lt;/p&gt;                 &lt;p&gt;Republicans have vowed to do everything they can to  thwart the plan, and to go after Democratic supporters in next fall's  midterm elections. In the Senate, the GOP rank and file issued a letter  pledging to strip out any provision that does not adhere scrupulously to  complex rules.&lt;/p&gt;                 &lt;p&gt;In addition, GOP leaders sought to stoke the fears of  House Democrats who worried that the Senate would not approve the  second bill. Even so, &lt;span class="yshortcuts" id="lw_1268271155_10"&gt;Sen.  Jon Kyl&lt;/span&gt;, R-Ariz., the second-ranking Senate GOP leader,  conceded, "We can't delay a bill for months. We don't  have it all worked out, but we made a lot of progress." He said "a lot  of decisions were made" at the meeting.&lt;/p&gt;                 &lt;p&gt;Congressional Democrats and the White House are  grappling with several issues as they maneuver toward a final vote.&lt;/p&gt;                 &lt;p&gt;Pelosi and other House Democrats want to include  Obama's proposed overhaul of the nation's &lt;span class="yshortcuts" id="lw_1268271155_13"&gt;student loan programs&lt;/span&gt; in the second, fix-it  &lt;span style="border-bottom: 1px dashed rgb(0, 102, 204); cursor: pointer;" class="yshortcuts" id="lw_1268271155_14"&gt;health care bill&lt;/span&gt;.  The measure would require the Education Department to originate all  student assistance loans, effectively eliminating a role for banks and  private lenders.&lt;/p&gt;                 &lt;p&gt;That idea has run into opposition from several Senate  Democrats, and while officials said the controversy was debated at  length in a closed-door meeting Tuesday night, no decision was made. &lt;/p&gt;&lt;p&gt; Additionally, some House Democrats are hoping to avoid a straightforward  vote on the Senate-passed health care bill. Instead, they want a  procedural vote that would simply declare the measure to have passed at  the moment the Senate cleared the fix-it bill. &lt;/p&gt;&lt;p&gt; &lt;span style="border-bottom: 1px dashed rgb(0, 102, 204); cursor: pointer;" class="yshortcuts" id="lw_1268271155_15"&gt;Rep. Most likely, this myth comes from old illustrations with shirts with large rings, but there are no preserved examples or archeological evidence, so the current theory is that the artist has just drawn a symbolical chain mail, somewhat like how the people in Dilbert are symbolical representations of people rather than accurate depictions of them.&lt;br /&gt;&lt;br /&gt;To continue the theme of medieval armour and symbolical depictions of them creating myths, we have two more such myths:&lt;br /&gt;&lt;br /&gt;* Helmet cleaving.&lt;br /&gt;* Longbows piercing plate.&lt;br /&gt;&lt;br /&gt;Both of these simple do not happen. The helmets where too strong to be cut by a sword or even an axe, and a longbow arrow will not pierce a plate armour.&lt;br /&gt;&lt;br /&gt;Once again, this probably comes from artistic depictions from artists who were not there when the event happened. So, they get a description like "Our arrows rained down over the French and pierced them like roast pigs!" or "We cut their heads open with our swords!", the artist, who was likely getting paid for making it look impressive, painted what they told him.&lt;br /&gt;&lt;br /&gt;Tests, however, has shown that evan an axe will only dent a helmet, although the hit might cause a concussion, hemorrage or a crushed spine. Tests have also shown that even under the best of conditions, the arrow from a long bow will not pierce plate armour. Even if it hits straight on, it will just splinter. Not even a modern compound bow with composite arrows will pierce plate, not even at practically point blank range. At the height of its popularity, the plate armour had around 5 mm thick chest plates and helmets, of high quality tempered steel, and it was rounded and sloped so that hits would glance off it. That's enough to stop many modern bullets.&lt;br /&gt;&lt;br /&gt;So, how come that the longbow is such a devastating weapon, as shown at Agincourt? Well, for fighting army against army, formation is everything. Hold the line and the enemy will have problems attacking you effectively, while a disordered charged will be ground down against a well formed formation. So, while the sides are setting up their formations, preparing for battle, the arrows rain down over the troops. They are not devastating, as the troops can hide behind shields (one must also remember that most of the foot soldiers had little or no armour), but every now and then, someone (soldier or horse) gets hit. The troops see this and become restless. They don't want to just stand around and die, and they don't know that the rest of the army may not be ready. Once they get nervous enough, they will charge prematurely. Even worse, every arrow that missed is now a thin skewer sticking out of the ground, which will injure feet and hooves of anyone who steps on it as it breaks off, creating further confusion and disruptions. So instead of getting an ordered advance against the enemy, we get a disordered charge where the troops arrive a few at the time at the enemy lines, instead of all at once, and quickly get cut down.&lt;br /&gt;&lt;br /&gt;I even have a friend who speculates that full body armour might be coming back, as more powerful weapons are becoming less practical and new materials make such armour viable. He imagined something not unlike a medieval armour, but made out of modern materials like composites, kevlar and ceramics. Think about something like a downhill skiing boot, but full body and tougher materials. It would protect the wearer not only from small arms fire, but would also give an excellent protection against shrapnel and even incendaries. I've seen a demonstration where a man wearing an accurate recreation could drop, roll, and spring back to his feet without any difficulty.&lt;br /&gt;&lt;br /&gt;That said, jousting armor was another thing entirely. Designed to protect the rider against the specific dangers of jousting, it was extra thick and gave the rider just enough movement to function during each run. The armor was very thick, and offered very little visibilty (due to trying to avoid a lance getting into it). In some cases, the helmet was rigidly mounted to the torso. In these cases, the knight was assisted by his squires/men-at-arms and was not expected to go into combat beyond the joust.&lt;br /&gt;&lt;br /&gt;Another thing to note is that what most of us think as 'plate armor' is very late period, only existing for a couple of centuries before being discarded during the late renisance. Before that, most well to do warriors wore a combination of maile and assorted plates or scales over a heavily padded garmet. Even at the height of the plate era, only the top tier wore it, with the quality of armor for those below rapidly declining with the ranks.&lt;br /&gt;&lt;br /&gt;So, when you see things like King Arthur running around in full shiny plate, that is simply Hollywood History.&lt;br /&gt;&lt;br /&gt;One more thing, the suits you see in most museums never saw a battlefield.
